The 491 is provisional — but it's a genuine PR pathway
The Skilled Work Regional visa (subclass 491) is often misunderstood as a "lesser" option because it is provisional rather than permanent. In reality, for many applicants in 2026 it is one of the most reliable routes to Australian permanent residence — sometimes more reliable than chasing a competitive 189.
Step 1 — the 491 itself
The 491 is a five-year provisional visa for skilled workers nominated by a state or territory, or sponsored by an eligible family member living in a designated regional area. It adds 15 points to your score and lets you live, work and study anywhere in regional Australia — which, for the 491, means everywhere outside Sydney, Melbourne and Brisbane.
Step 2 — meeting the 191 requirements
While you hold the 491, you build toward the permanent subclass 191 (Permanent Residence — Skilled Regional). Two things matter most: residence — you must have lived in a designated regional area while holding an eligible regional visa; and income — you must show you met a minimum taxable income for at least three years. This is why genuine regional employment, not just regional residence, is essential. After at least three years, once those conditions are met, you can apply for the 191, which is full permanent residence with no regional restriction.
Why the 491 is attractive in 2026
Australia's current policy direction actively favours regional settlement to ease pressure on its biggest cities. That has translated into a larger share of places for regional visas, more active state nomination programs, and competitive cut-offs that are often lower than the metropolitan 189 and 190 streams.
